Taiwan's National Science and Technology Center for Disaster Reduction has achieved international recognition for its Inclusive Evacuation and Shelter Assessment System, which won a 2026 Zero Project Award during a conference in Vienna held from February 18 to 20, 2026. This innovative system addresses the critical needs of individuals with disabilities during natural disasters and aims to facilitate effective evacuation and shelter planning. Since its launch in 2020, the system has been implemented across 22 cities and counties in Taiwan, enabling authorities to simulate over 27,000 disaster scenarios by utilizing various data sources including household registration information and historical records of natural disasters such as typhoons and flooding. The Zero Project is an initiative established by the Austrian nonprofit Essl Foundation in 2008, aimed at promoting the international standards set forth in the U.N.'s Convention on the Rights of Persons with Disabilities. With this award, the Zero Project recognized 82 innovative solutions from a total of 586 nominees representing 93 different countries. The recognition highlights the importance of inclusive disaster preparedness and the collaborative efforts made by the center in partnership with local governments, research institutions, and non-governmental organizations to educate and upgrade disaster management practices. The impact of the Inclusive Evacuation and Shelter Assessment System not only enhances the safety of vulnerable populations in Taiwan but also sets a precedent for improving disaster management globally.
