This consideration comes amid allegations that Lee's predecessor, former President Yoon Suk Yeol, deliberately escalated military tensions between the two countries before his brief declaration of martial law in December 2024. Since taking office, Lee has expressed a commitment to improving relations with North Korea despite the ongoing historical tensions. In relation to the tensions, a special prosecutor indicted Yoon and two defense officials last month for allegedly ordering drone flights over North Korea to provoke a response. Reports also surfaced indicating that the South Korean military, under Yoon's leadership, flew propaganda balloons across the border. Although unproven in court, these actions have sparked significant controversy. In light of this context, Lee stated his personal belief that an apology is necessary; however, he expressed concern about potential political repercussions for making such a statement, fearing it could label him as pro-North Korean. During the press conference marking the anniversary of Yoon's ousting, Lee's comments about addressing North Korea received mixed reactions. He stressed the need to repair ties and offered hope for North-South dialogue, despite acknowledging that North Korea's leadership has shown little interest in engaging with his administration. Lee's attempts to ease tensions include suspending certain military exercises, ceasing provocative loudspeaker broadcasts, and banning the release of propaganda leaflets. Furthermore, Lee's lack of information regarding detained South Korean nationals in North Korea has drawn criticism. When questioned about the status of these detainees, some of whom have been held for over a decade, he expressed surprise, stating he was unaware of their situations, which raised eyebrows among observers and relatives of the detainees. The Unification Ministry has been attempting to address the return of detained nationals via dialogue. High-level talks previously addressed this issue during a period of brief diplomatic thawing in 2018, but relations have largely stalled since 2019, further complicating the situation. Lee's presidency marks a shift towards a liberal approach in South Korean politics, hoping to break away from past confrontations and seek reconciliation with North Korea while facing the complexities of domestic political sensitivities.
