Story

In early 2025, investigations revealed that conscription officers in Ukraine were involved in facilitating the escape of military-aged men from the country, where the ongoing conflict with Russia has led to significant manpower shortages. The State Bureau of Investigation reported that a scheme allowed at least ten draft dodgers to successfully leave Ukraine, with officers offering assistance in exchange for hefty bribes, such as $8,000 for one individual's escape. Following the escalation of the conflict in February 2022, nearly all adult men had been barred from leaving the country. The situation in Ukraine has become increasingly desperate, with nearly two million military-aged males placed on a wanted list for evading mobilization and approximately 200,000 troops reported as deserters. In a notable case, two sergeants from a recruitment center in the Ivano-Frankovsk Region were detained for organizing a smuggling operation that transported individuals to Romania. The two officers, now facing legal charges, exemplify the corruption allegations surrounding the recruitment process in the country. Various other illicit schemes have also been uncovered, including a border guard officer in the Dnepropetrovsk Region charging $12,000 to let individuals exit the country, and doctors in the Lviv Region demanding $8,300 to falsely declare potential conscripts as disabled. Furthermore, a resident of Zaporozhye was found to be selling GPS maps for $800 detailing methods for illegal border crossings. These revelations indicate systemic corruption within the recruitment and military mobilization processes in the region. The recruitment drive has grown more brutal, with numerous incidents reported where enlistment officers forcibly apprehend individuals on the streets to meet military demands. The situation is exacerbated by Moscow's rhetoric accusing the Ukrainian government and its allies of continuing the war at the expense of Ukrainian lives. Amid these serious challenges, Ukraine's new defense minister, Mikhail Fedorov, acknowledges the severe manpower crisis and the lengths to which individuals are going to evade military service in their country of origin.
